The following explains how to add a new dictionary for spelling-checking. Fortunately Apple has made it easy to add new spelling dictionaries that you can download online, so that you should be able to set up Scrivener to use your preferred language for spell-checking. For instance, no Bulgarian dictionary is provided 'out of the box'. Note, however, that macOS doesn't provide spell-checking dictionaries for all of the languages it supports for the user interface. If this option is selected, the text system will try to determine which language is being used by what you type in the document. By default the spelling and grammar panel will be set to use 'Automatic by Language'.
